If you plan to travel with your dog or cat from Mexico to the United States, it helps to know the current health requirements. For dogs, one essential document is the screwworm-free certificate. If you are going to California, the state requires it for cats too.
What is the Livestock Screwworm?
The cattle screwworm (Cochliomyia hominivorax) is a parasitic pest that affects mammals, including livestock, wildlife, and even pets. The larvae feed on living tissue, causing serious damage and potentially fatal complications if not treated in time.
The United States eradicated this pest decades ago and keeps strict controls to prevent its return. That is why dogs traveling from Mexico need a veterinary inspection certificate issued within the 5 days before stating they are free of screwworm (or were treated until free). It also applies if the United States is only a layover. At the federal level it is not required for cats.
California: cats too
Since June 12, 2026, California requires dogs and cats arriving from Mexico to have the 5-day inspection, the veterinary certificate and a state entry permit. On arrival, the pet must be checked within the first 12 hours.
How to obtain the certificate
The inspection is done by a SENASICA-authorized responsible veterinarian (MVRA) who has taken the screwworm course. They examine your pet carefully to confirm there are no signs of infestation.
At Medical Pets, Dr. Areli Priscila Caballero Rodríguez is listed in SENASICA’s MVRA directory with the screwworm course, so she can examine your pet and sign the certificate.

Requirements for the screwworm certificate
To issue the certificate, the process includes:
- A detailed veterinary examination within the 5 days before entering the United States.
- Confirmation that the pet is free of injuries or open wounds.
- If there is an infestation, treatment until the pet is free of it.
- Issuing the certificate with the signature and seal of the authorized veterinarian.
Because the inspection is valid for only 5 days, it is best to book it early and have it done close to your crossing or flight date, to avoid setbacks at customs. If your trip moves, the dates need to be checked again.
